What changed
The maritime phase-in moved from 40% for 2024 emissions to 70% for 2025 and 100% for 2026. That percentage applies after determining which emissions fall inside the scheme.
The route still decides scope
Intra-EU voyages and emissions at berth in an EU port are generally covered at 100%; voyages between an EU and a non-EU port are generally covered at 50%, subject to the legislation and applicable exclusions.
Operational consequence
A fuel quote cannot be compared responsibly without the reporting year, route scope and a dated EUA input. The exposure is an estimate until verified emissions and the final voyage set are established.
