Scope from 1 July 2026
The UK ETS applies to ships of 5,000 gross tonnage and above, regardless of flag, for qualifying domestic voyages and in-port activity. Offshore vessels enter scope from 1 January 2027.
Covered emissions and activity
The scheme covers carbon dioxide, methane and nitrous oxide from voyages beginning and ending at UK ports — including same-port voyages — plus emissions at berth and movements within UK ports.
Monitoring plan within 42 days
A maritime operator must apply for an emissions monitoring plan within 42 days of its first UK ETS maritime activity. The responsible regulator depends on the operator’s registered location.
First reports and surrender
The verified 2026 annual report is due by 31 March 2027. Allowances covering the combined 2026 and 2027 scheme years are surrendered by 30 April 2028; annual surrender follows thereafter.
